The Assistant Consultant will research, analyze and negotiate legislation, prepare written policy analyses and brief staff and Senators on the issues, organize Committee hearings, become a subject matter expert and advise the Chair in areas under the purview of the committee, staff bills authored by the Chair, and meet with constituents, legislative advocates, and other legislative staff members.
The Assistant Consultant will draft Committee and Floor analyses, negotiate legislation, develop expertise in relevant policy areas and present policy rationale to the Chair, organize oversight and informational hearings, staff assigned bills through the legislative process, prepare memos and briefing materials on bills before the Committee and prepare speeches and talking points on relevant issues for the Chair.
DESIRABLE SKILLS AND KNOWLEDGE:
Candidates must have the ability to independently manage a substantial workload under strict deadlines (requiring working nights and weekends as necessary); analyze complex legislative proposals and succinctly communicate the policy implications, both orally and in writing; demonstrate initiative and creativity in developing amendments to improve policy and clarify the intent of legislative proposals; develop strong programmatic expertise in relevant policy areas; be a team player; exhibit maturity, quick and positive judgment, fairness, and professionalism.
Perform policy–influencing functions effectively; communicate clearly and concisely, orally and in writing; work collaboratively with other committee staff and the committee Chair’s staff; establish and maintain a cooperative and effective working relationship with legislative staff; and develop contacts both within and outside of the Legislature. Demonstrate excellent written, research, computer and communication skills. Meet the demands of the position including working long hours and being able to multi-task and work well under pressure and deadlines.
EDUCATION AND QUALIFICATIONS:
A Bachelor’s Degree and legislative experience are required. Knowledge of transportation issues is preferred. If you are offered this position and are vaccinated, you will be required to submit a copy of your COVID vaccination card with your new hire paperwork.
LOCATION, SALARY AND FILING DATE:
This position is located in Sacramento, CA. Salary range begins at $5,250 per month plus benefits. Final salary will be commensurate with experience and education. Applications will be accepted until the position is filled. Will consider hiring at the Legislative Aide level if candidate meets necessary educational and experience requirements.
