The Senate Labor, Public Employment and Retirement Committee is seeking a hard-working and independently motivated individual for the position of Consultant covering various policy areas related to employment.
Consultants perform duties related to these main functions of the office: 1) respond to policy questions from Senators and their staff; 2) advise Chair and Senators on issues within the jurisdiction of the Committee; 3) research and analyze policy issues and legislation; 4) prepare written policy analyses and brief staff and Senators on the issue; 5) conduct informational and oversight hearings on issues and departments within the Committee’s jurisdiction; and 6) staff legislation for the Committee, if necessary. Consultants are assigned to specialize in certain issue areas. Expertise in workers’ compensation is preferred, but not required.
The Consultant performs the following duties: research and develop expertise in relevant policy areas; analyze complex legislative proposals and succinctly communicate the policy implications, both orally and in writing; staff assigned bills through the legislative process; prepare memos and briefing materials on bills before the Committee; prepare talking points on relevant issues; provide guidance and counsel to the Chair and Senators on issues assigned to the Consultant; establish and maintain collaborative relationships with stakeholders of issues assigned to Consultant.
EDUCATION AND QUALIFICATIONS:
Bachelor’s degree and knowledge of the legislative process is required. Knowledge of labor policy, both public, private and workers’ compensation, is preferred, but not required. Required skills include: strong writing and research skills, policy analysis skills, ability to take initiative and work independently as well as collaboratively, and ability to independently manage a substantial workload under strict deadlines (requiring working nights and weekends as necessary).

LOCATION, SALARY AND FILING DATE:
This position is located in Sacramento, CA.
Salary starts at $6,516 per month plus benefits.
Final salary will be commensurate with experience and education.

Will consider hiring at the Assistant Consultant or Principal Consultant level if candidate meets necessary educational and experience requirements.
