The Staff Director is responsible for the management of the Committee, including supervising the Committee staff, conducting policy analyses and tracking state and federal legislation, budget and regulatory actions in a diverse portfolio of policy areas, providing timely, detailed, and accurate information to the Chair, Senate leadership, and members of the Committee, and effectively coordinating and communicating with legislative staff, representatives of state government agencies and departments, advocates, and other interested parties. Applicants must have significant experience in California’s legislative process and broad legal knowledge of areas within the Committee’s jurisdiction.
The incumbent must have the ability to build and foster relationships with elected officials and their staff, as well as other entities, including the Executive Branch and advocate organizations. Must be able to provide clear guidance and leadership with respect to complex issues and possess excellent negotiation skills and an ability to succeed in a fast-paced and high-pressure work environment. The incumbent should poses prior management experience demonstrating the ability to create a cohesive team or an ability to demonstrate/understand appropriate managerial skills and must be flexible to work nights and weekends as needed to fulfill the job requirements.
Additionally, the incumbent must have broad knowledge of areas within the Committee’s jurisdiction and have the ability to identify and resolve issues related to issues within the Committee’s jurisdiction, including but not limited to child welfare, developmental disabilities, CalFresh, and other nutrition programs, CalWORKs, SSI/SSP, aging, child care, and community care licensing. The incumbent will write Committee and Floor analyses, review the analyses written by other committee staff, negotiate legislative amendments, present policy rationale to the Chair, organize oversight and informational hearings, and prepare speaking points for the Chair. Position requirements include excellent written and verbal communication skills, strong analytical expertise, and an ability to work independently.
EDUCATION AND QUALIFICATIONS:
Significant legislative experience.
Candidates must have the ability to supervise committee staff, creating a cohesive team, as well as analyze complex legislative proposals and succinctly communicate the policy implications, both orally and in writing; demonstrate initiative and creativity in developing amendments to improve policy and clarify the intent of legislative proposals; develop strong programmatic expertise in relevant policy areas; and, exhibit quick and positive judgment, fairness, and professionalism.

LOCATION, SALARY AND FILING DATE:
This position is located in Sacramento, CA.
Salary starts at $8,516 per month plus benefits.
Final salary will be commensurate with experience and education.
